Cannot connect to an IP address

I am using Biztalk 2009 and the TCP/IP adapter that was download via this website. It have the adapter configured based on documentation.

The send pipeline is not able to connect to  the remote IP address and port using the TCP/IP adapter. When i telnet using command prompt, it works fine. That means the server is active.

The administration console shows an error code of -2147467259 associated with the SendPipeline event.

Any ideas as to why this is happening and how to resolve it?

Also, if i want to send a simple text string (WITHOUT XML tags) using the TCP/IP adapter, how can i do that? Presently, the program automatically add tags to the outbound message.
